Azerbaijan Foreign Minister: Changing Armenia Constitution Is An Indispensable Condition

To sign a peace agreement with Armenia, “Changing the Constitution of Armenia” and the “dissolution of the Minsk Group of Organization for Security and Cooperation in Europe (OSCE)” are necessary. This was stated by the Minister of Foreign Affairs of Azerbaijan Jahun Bayramov in an interview with Anadola in the fields of the diplomatic forum in the Antelier, whose global communication partner is AA.

noting that after Azerbaijan liberated its territories from the 30-year occupation during the Second Karabakh war, there was a chance to normalize relations between Yerevan and Baku, Bayramov emphasized that there was an opportunity to establish peace in the South Caucasus.

Bayramov recalled that Azerbaijan in 2021 suggested Armenia to turn the hostility page, but this call remained unanswered for about a year.

According to him, in the first months of 2022, Azerbaijan transferred to Armenia five basic principles of a peace agreement, and in October of the same year peace negotiations began between the two countries.

Bayramov noted that the first draft peace agreement was also developed by Azerbaijan and transferred to Armenia, and negotiations lasted about 2.5 years.

He recalled that about a month ago negotiations ended and a consensus was reached on the draft text of a peace treaty.

“There are also additional issues that will allow this text to sign. We reported these issues of Armenia and other interested countries during negotiations. There are important factors that need to be eliminated. The most important of them is the presence of provisions containing claims to the territorial integrity of Azerbaijan. While this is preserved, the signing of the peaceful agreement is impossible. Changing the Constitution of Armenia is an indifferential agreement. condition, ”Bayramov emphasized.

The Foreign Minister also touched on another condition of Azerbaijan, related to the Minsk OSCE group, created in the 1990s to resolve the Karabakh problem.

“The Minsk OSCE group has not achieved any results over 30 years. Today, the Karabakh problem has been solved. Karabakh is part of Azerbaijan. Armenia also recognizes this. In this situation, the constant efforts of Armenia to preserve the Minsk group cause us questions. We persistently demand and expect the dissolution of the Minsk group. The signing of a peace agreement will depend on these two important factors. Now the ball is on the side of Armenia” – – – Said Bayramov.
