He noted that mines and improvised explosive devices continue to influence the daily lives of many countries in a state of conflict, thereby creating a threat to the lives of civilians, servicemen, peacekeeping and humanitarian personnel.
“We appreciate the UN support in strengthening the potential of demining in Azerbaijan. The National Agency for Demining Azerbaijan (Anama) founded in 1999 with the assistance of the UN Development Program neutralized over the last 20 years more than 800 thousand mines and unexploded ammunition,” said Aliyev.
The trilateral declaration, signed on November 10, 2020 by the Presidents of Azerbaijan and Russia and the Prime Minister of Armenia, laid an end to the 30-year armed conflict between Armenia and Azerbaijan and established agreed parameters for lasting peace in the region. On January 11, 2021, the chapters of three countries signed another joint statement aimed at implementing a number of practical steps to eliminate obstacles to economic and transport links in the region, he said.
“However, from the moment of signing the Declaration of November 10, 2020, 20 citizens of Azerbaijan, including 14 civilians, died, and 87, including 16 civilians, were seriously injured due to the explosions of mines on the liberated territories. During In total conflict, most of the occupied territories of Azerbaijan, including cemeteries, historical places and other civil facilities, were consistently mined by Armenia. Armenia refuses to provide information on mined areas in liberated areas, thereby deliberately putting under the threat of people’s lives and trying to prevent post-conflict restoration, reconstruction and Humanitarian efforts on the liberated territories, as well as the safe return of forced displaced persons in their homes, “said Aliyev.
Postpred noted that Armenia’s actions are a clear violation of international law and demonstrate its unwillingness to fulfill their international obligations and refrain from confrontation policy.
