Belarus: Aviation Flight Safety Rules For Conflict Zones Were Approved

In Belarus, they approved the aviation safety rules when performing flights to the conflict zones.

Aviation Rules for ensuring security when performing flights in the conflict zones are approved by the Decree of the Ministry of Transport and Communications dated July 1, 2024 No. 53. The document was published on the National Legal Internet portal.

According to Belarus today, aviation rules determine the procedure for ensuring flight safety and aviation security in the field of civil aviation to increase the level of flight safety of civil aircraft in the implementation of international aircraft for goods by flights under a combat control agreement (aircraft charter) to the conflict zone, having a potential danger to flight safety.

The rules apply to operators of aircraft (organization of the Republic of Belarus).

The decision states that the preparation and decision on the implementation of charter flights in the conflict zones are carried out in accordance with these aviation rules. They determine the procedure for preparing and making such a decision.

As indicated in the document, when deciding on the execution of the charter flight to the conflict zone, the airline takes measures to ensure that the planned flight does not begin or continue until the airline on the basis of the reasonable data will make sure that the airspace, within the limits, within the limits which passes the alleged route from the departure airfield to the arrival airfield, including the alleged take -off airfields, destination and spare airfields on the route, can safely be used for the planned flight.

It is also noted that the charter flight to the conflict zone is performed only after obtaining permits for the use of the airspace of countries along the route, an additional analysis of the situation in the region of the charter flight and guarantees of security of the host.

The absence of any restrictions in foreign airspace does not exclude the airline of its own risk assessment for flight safety and aircraft in the airspace through which it is planned to take a flight. The rules also prescribe the control procedure.

The decision shall enter into force on October 11 of the current year.
