“Yesterday, the Deputy Secretary of State was submitted a comprehensive proposal for water supply to Texas in accordance with the 1944 agreement, including short -term measures. Despite the three -year drought, Mexico continues to comply with the contract in accordance with the volume of accessible water. The agreement on the distribution of 1944 water resources provides that Mexico will supply 1.75 million cubic meters of water from the Rio Grande river to the United States every five years. However, in the current cycle, Mexico was able to provide only 30 percent of this volume.
