The European Court of Human Rights decided to pay 208 thousand euros to six applicants who have been beaten in Russia in Russia. It is reported by “Public Verdict”.
The court admitted that Russia violated article 3 of the Convention – “no one should be subjected to torture, nor inhuman or humiliating dignity or punishment” – on all complaints of our clients. According to the complaints of Mardiros Demerchyan and Vyacheslav Piskunov, the ECHR admitted that the volume of suffering was proportionate to torture, and not to severe treatment.
Mardiros Demerchyan was detained in Sochi in 2013 on suspicion of theft of cable. He was brutally beaten and inserted an iron rod into the anus.
“Demerchyan, a concussion, bruises of the head and chest, teeth fractures, microcracks of the anus were recorded. With a statement on police officers, he turned to the UK, but as a result he himself had a case for a false denunciation,” notes a public verdict “.
Vyacheslav and Gennady Piskunov were tortured by the Saransk police in 2013. The Piskunovs were detained on suspicion of murder and began to be recognized from them. Both were handed over to the handcuffs, beaten. At the same time, Vyacheslav was also strangled with a bag and belt. Subsequently, bruises and abrasions throughout the body were recorded in the detainees, and Vyacheslav – in addition, scrotum injuries and rupture of the left testicle. The ECHR awarded Vyacheslav 52 thousand euros of compensation, and Gennady – 26 thousand euros.
of one of the applicants – Alexei Ivanov – was beaten after the detention on suspicion of murder in Krasnoyarsk, he gave a confession. In the hospital, a man recorded numerous bruises and abrasions on the arms, chest and face. The local court found the applicant guilty of the murder and sentenced him to ten years in prison.
Similar stories occurred with other applicants: they were detained and “knocked out” confessions.
At the same time, the Russian authorities may not execute the decisions of the European Court of Human Rights, which the court issued after March 15, 2022, when the Russian Federation was expelled from the Council of Europe due to the invasion of Ukraine. The corresponding bill was signed by Russian President Vladimir Putin on June 11. Compensations that the ECHR decided to pay until March 15, Russia will pay until January 2023, but only in rubles.
