Mill Milli Majlis Gudrat Gasanguliev expressed his opinion on the decision of the Cabinet of Ministers to release electric vehicles imported into the country from a 15 percent customs duty. The parliamentarian noted that this decision is dictated by good intentions and will contribute to the protection of ecology, but it is accepted bypassing the Constitution of Azerbaijan.
Gasanguliev said: “I have repeatedly raised the question that, according to Article 94, clause 15 of the Constitution, the laws should adopt Milli Majlis. Article 119 of the Constitution, which determines the powers of the Cabinet of Ministers, does not recognize such a right”.
Commenting on the mentioned decision, Gasanguliev also stated that today the state is in dire need of financial resources to solve many social problems, strengthen the army and restore Karabakh.
“If a person who purchases a foreign -made phone pays a fee, then why shouldn’t a person who buys a car worth tens of thousands of manat? import duty for cars with a service life of more than 5 years, including cars, should to be significantly increased to import them into the country has become unprofitable.
By 2023, tax benefits and customs fees in summarly will increase by 545.5 million manat and will reach 7 billion 823 million manat by 2023. That is, this is the amount that will actually be lost by the country’s budget. This is a very large figure for the state budget, whose income does not reach even 31 billion manat. Moreover, most of the concessions are done by large companies. “
As for the concern for the ecology, this issue, according to the deputy, must be resolved by other methods.
“Businessmen should be allocated loans to purchase modern buses with electric motors. Unfortunately, steps in this direction were not taken and are not taken. In addition, taking into account the relief and climate of Baku, it is necessary to produce bicycles and scooters with electric motors. They must be widely necessary To promote in the media. For the use of such transport, we need to prepare our roads. In addition, up to 100 new metro stations should be built in Baku. It is necessary to create new tram lines connecting the center of Baku with the National Olympic Stadium, Airport and Baku settlements. This work should be attracted by foreign investors. It is forced to state with regret that the government, apparently, has not yet been interested in this. “
