This is due to the sanctions of the World Anti-Doping Agency (WADA) in relation to Russia for numerous doping disorders.
It is forbidden to also use the flag, coat of arms and other national symbols of Russia. Russian athletes act under neutral status. And this is not a complete list of sanctions.
As a result, instead of a hymn in Russia, they decided to use a fragment of the first concert of Tchaikovsky for piano with the orchestra, which sounded today in Baku at the awards ceremony.
