“Any Iranian personnel in Ukraine was probably an instructor of the KSIR drones. It remains incomprehensible whether the Iranian instructors themselves are managing the drones themselves, or the Russian troops simply teach how to do it,” the ISW indicate.
Experts added that since mid-September, Russian troops sent dozens of Shahed-136 against civilian purposes in Ukraine, giving priority to terrorist influence on the civilian population, and not to achieve tangible effects on the battlefield.
