Ukraine, judging by its legislation, excludes negotiations with Russia, the press secretary of the President of the Russian Federation Dmitry Peskov told the Russian media, answering the question about the conditions nominated by Kyiv.
Earlier, the press secretary of the Ukrainian leader Sergei Nikifirov said that Ukraine does not refuse negotiations, but Russia is not offering them, but an ultimatum. Kyiv advocates dialogue on universal principles – respect for the UN Charter and the territorial integrity of Ukraine, and also wants guarantees of security and compensation for damage, he said.
“But, judging by the legislation, Ukraine from a legal point of view excludes the possibility of negotiations for itself,” Putin spokesman answered his Ukrainian colleague.
In October, the President of Ukraine Vladimir Zelensky approved the decision to refuse to negotiate with Russia, while the Russian Federation is headed by Vladimir Putin. In the Kremlin, commenting on this, they said that Moscow remains to wait for a change in the position of the current leadership of Ukraine, or already the future. At the G20 summit in November, Zelensky presented the “formula of the world.” Among its conditions, he called the cessation of hostilities and the withdrawal of Russian troops from the territory of Ukraine. The Russian Foreign Ministry called Kyiv’s requirements unrealistic, and the Kremlin indicated that the Ukrainian authorities need to take into account the current realities, namely the territories of Ukraine annexed by the Russian Federation.
