In Kyrgyzstan, it is proposed to establish the levels and terms of ownership of the state language.
The draft relevant resolution was submitted for public discussion.
The document was developed by the National Commission on the State Language and Language Policy.
The project applies to state and municipal employees, as well as employees of enterprises, institutions and organizations of state and municipal ownership.
According to the document, the levels and terms of ownership of the state language are established: since 2025 – not lower than the average level (B1), from 2027 – not lower than the level above the average (B2).
For officials and employees of enterprises, institutions and organizations of state and municipal forms of ownership that are not related to the above categories, including pedagogical and scientists of education organizations and medical workers of healthcare institutions (with the exception of persons who are not citizens of the Kyrgyz Republic), The following requirements are established: since 2026 – ownership at a level not lower than the average (B1), from 2028 – not lower than the level above the average (B2).
For representatives of ethnic minorities permanently residing in the country, the following procedure is proposed: since 2026 – ownership of the state language at the basic level (A2), from 2028 – at an average level (B1).
“2025 is provided for as a transition period. During this time, the absence of certificates for employees confirming the ownership of the state language at the required level cannot be the basis for recognizing them inappropriate to their position or for lowering,” the certificate says in the certificate justification.
