Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev called the conditions for new negotiations in Ukraine.
“For new negotiations, it is necessary not so much a uniform understanding of the principles of international law as consent on two legal aspects. Firstly, recognition (or at least silent adoption) of the results of self-determination of the people of the former territories of Ukraine, which are embodied today in the internal law of Russia, – in her constitution. And secondly, the development of special international norms designed for the current situation and future international relations. How was it, say, in the preparation of the UN Charter in 1945. In fact, this is the creation of new international rules that complement the system of norms Jus Cogenens (Imperial Norms – Ed.), ”He wrote in Telegram.
Medvedev noted that today politicians “again recall the principles of international law as the basis for negotiations”.
“The universal principles of public law of peoples are certainly important, but the problem has always been in their interpretation. For example, at least two of the seven principles contained in the UN Charter are obviously differently understood by us and hostile countries. This is the principle of self-determination nations (in the part of the former republics of Donbass and other former territories of Ukraine) and the principle of conscientious fulfillment of international obligations (in terms of the Minsk agreements), ”he explained.
