In accordance with the instructions of President Ilham Aliyev, in recent years, reforms have been held in order to provide the population of transparent and operational services in the social sphere based on modern technologies. Today out of 170 services of the Ministry of Labor and Social Protection of the population 105 are electronically, including 44 in proactive form. Currently, work is being conducted in order to make another $ 56, 20 of them will be in a proactive form. Only for the 8 months of this year, in connection with the services of the Ministry of Labor and Social Protection of the Population through the “e-government”, 10.3 million appeals were received, on the E-SOSIAL.AZ portal – 6 million 850 thousand. 130 thousand pensions were appointed, allowances, 93 thousand social insurance numbers were open, about 430 thousand certificates were issued in E-form. Of the 31 structures in which the information base system is integrated, for 8 months of this year, 86 million requests arrived on the information base of the Ministry.
S. Babaev stressed that, along with improving the quality of rehabilitation services, work continues to expand the network data network, this year the rehabilitation centers for children in Gabal and Shamkir were opened, and the statutes of these institutions were developed, as well as individual rehabilitation programs, Complied with integrated activities I have a connection with medical, professional labor and psychological and pedagogical rehabilitation, as well as the development of social abilities of persons with disabilities. The rules for holding these events were also developed.
Touching the measures in the field of informal employment, the Minister noted that compared with the beginning of 2018, the number of labor agreements increased by almost 30 percent, over the past 3 years, the wage foundation increased by 82 percent. The minister also noted that the country continues to work on the formation of the institution of the guardian family.
Sakhil Babayev also spoke about the development and improvement of regulatory acts on the relevant areas of activity. Over the past period of this year, the structure has developed about 556 projects of regulatory acts on the relevant areas (3 years ago, this indicator was three times less – only 184 acts), of which 243 were already approved.
During the meeting, the use of the “Military Examination and Medical Examination” subsystem was discussed, preventing informal employment, work carried out in the development of systems, subsystems and registers of new E-services and E-appointments, the implementation of the project to prepare forecasts of the population jointly implemented by the UN Population Foundation and Czech Charles University, as well as work in the field of international cooperation. In addition, there was a discussion of the issues of civil service and personnel, work performed by legal departments in the current year and upcoming tasks.
