Commenting on the bill on the discussion of the Milli Majlis on amendments to the Constitutional Law “On the Commissioner for Human Rights of the Azerbaijan Republic”, deputy Gudrat Gasanguliev emphasized that the bill is progressive:
“We removed the age qualification after the last, the third amendment to the Constitution,” said Gasanguliev. “But the Law on the Ombudsman still says that it should be older than 30 years and be elected twice. But we have removed the restrictions related to the president and the general prosecutor. Therefore, our approach should be the same. That is, if any official is elected by the people, then it is the people who should determine how long this person can remain in this post. Or if it is approved by the president and Milli Majlis, then only the head of state and parliament can determine how long it can be trusted. “
Gasanguliev expressed disagreement with the fact that members of the national preventive group under the Ombudsman are appointed for a period of only three years.
“In my opinion, as well as the Ombudsman, members of the national preventive group should be elected for seven years, – the deputy said. – And for the obstruction of their work in the law, criminal liability should be provided. After all, any interference of their direct activity can lead to concealment a major crime. I believe that this issue should also be reflected in the law. I consider all the proposed changes progressive and urge colleagues-deputies to vote for the bill. “
