According to this information, goods that will be exported or followed by transit from Turkey to Syria through land border checkpoints to this country will be regulated by the same conditions as in other countries.
A written statement of the Ministry says that progress in Turkish-Syrian economic and trade relations continued in the new period, which began on December 8, 2024 after the liberation of the people of Syria.
Having emphasized that the roadmap created by the government in accordance with the agreement reached with Syria relative to the new period is implemented step by step, it is reported that the ministry continues to make the necessary decisions regarding export, transit and imports that were limited under the previous regime in mutual trade with Syria.
, in continuation of the decisions adopted by the Ministry from December 8, 2024, the circular was canceled under the number 2021/12 regarding customs services provided in trade between Syria and Turkey, which acted during the old regime. On February 8, a new circular was published at 2025/4, which notes:
In the new circular, which regulates trade with Syria, firstly, the existing restrictive lists for export to Syria and transit to Syria through the Turkish customs territory were canceled. Goods exported or transit from Turkey to Syria through our land border gates to Syria will fall under the same conditions as in other countries.
Secondly, the transit of goods from Syria to third countries through the territory of Turkey is liberalized, with the exception of “scrap metal” included in the list of goods of the same circular.
Thirdly, imported operations from Syria are normalized. Thus, the list of goods to be resolved for imports under number 1 in the framework of the canceled circular is removed, and the import mode with Syria is normalized as part of the current foreign trade regime.
to goods imported from Syria, from the point of view of import rules, control of products and customs duties, the same conditions are distributed as the third countries.
