At the meeting of the National Assembly of Armenia, the deputies from the opposition block “Armenia” asked the subjects of the negotiations of the Vice-Speaker of the Parliament, the Special Representative of Armenia at the negotiations with Turkey Ruben Rubinian, and who was authorized for it, since no official decree on the appointment of Rubinian negotiator It was.
“Ruben Rubyan led negotiations with the Special Representative of Turkey on behalf of the parliament or attended Moscow at the expense of the state budget with some other purpose?” – asked the opposition deputy to Gegham Manukyan. The vice-speaker Ashop Arshakyan, in turn, noted that the Special Representative was appointed a state, and that the expenses for his business trip also assumes the state. Then Manukyan asked whether the Parliament of the Vice-Speaker National Assembly was authorized to negotiate with Turkey on behalf of Armenia: “Was this question discussed in the Parliament Council? Was it decided to send Rubinian on a business trip?” Arshakian replied that during any negotiation process should be the head of the delegation: “There is an appropriate procedure that determines on what agenda, under what conditions and with what financing one or another delegation goes to one or another country.”
Ruben Rubinyan, in turn, said that the Armenian-Turkish negotiations were held without any conspiracy and did not hide from society. According to him, last year, the representative of the Russian Foreign Ministry said that Armenian diplomats were discussing discussions on this issue with him. Then this information confirmed the Ministry of Foreign Affairs of Armenia. After that, the Turkish side announced the appointment of emissary, followed by the special representative and Yerevan. The meeting place – in the House of Foreign Affairs of the Russian Federation – was chosen with the support of the Russian side, Rubinians added, written Armenian media.
Vice-speaker at the same time expressed bewilderment, what the relationship has this question to the agenda of the Parliament: “You can ask him at the government hour or come to me at the break of the meeting, and I will tell you, even coffee treats. Or I will find time and answer publicly on these questions. “
Note that on January 14, the first meeting of Special Representatives of Turkey and Armenia took place in Moscow.
