According to him, it was on the initiative of Heydar Aliyev in Azerbaijan that the main steps that determine the strategic line of the country were taken.
“Firstly, the Constitution was adopted. Imagine that before the coming to power Heidar Aliyev Azerbaijan was already an independent state, but we did not have a constitution. The adoption of the Constitution was a very important historical event. The foundations of statehood were laid down on the correct state institutions were formed based on the basis. We managed to amend an unjustified position against Azerbaijan in the international arena, but we did not completely eliminate it, because very serious forces acted against us at the international level.
