Chairman of the Milli Majlis Sahib Gafarov spoke at the Inter-Parliamentary Union of the Inter-Parliamentary Union in the Vienna to combat terrorism held in Vienna to combat terrorism.
Sakhib Gafarova stressed that after the tragic events of the September 11, the world’s states were included in the main agenda to prevent and combat terrorism, creating a serious problem of peace and safety and being a gross violation of the fundamental human rights.
Speaker stressed that, by fighting terrorism as a threat to security, at this stage the international community should also take into account the rights of terrorism victims recognized by international documents adopted under the UN and consider these rights as one of the key elements of effective counter-terrorism measures. It was noted that States should ensure due support to victims of terrorism and their families affected by this crime.
Sahib Gafarov noted that parliaments playing a key role in creating effective mechanisms for proper support and assistance to victims of terrorism should develop inclusive legislation, which will lead to cooperation between governments representing civil society by organizations, the media and the private sector. The laws and policies to support the victims of terrorism should reflect the principles and obligations contained in the UN Global Counter-Terrorism strategy and UN resolution on the strengthening of international cooperation to assist terrorism victims.
Considering that no country is insured against a terrorist threat, States should make appropriate legal and institutional measures to support victims of terrorism, said Schiba Gafarov Speaker, emphasizing that Azerbaijan consistently supports the struggle with all forms and manifestations of terrorism, including , with communication between terrorism, violent separatism and extremism, oppresent the phenomenon of foreign terrorist militants and terrorist financing. Last year’s 44-day war clearly demonstrated the relationship between violent separatism, terrorism and extremism, which was actively used by Armenia against Azerbaijan.
