State Duma Of Russian Federation Has Submitted Bill On Cancellation Of Prohibition Of Taliban Movement In Country

A group of senators and deputies submitted a bill to the State Duma of the Russian Federation (lower house of the Federal Assembly), which provides for the mechanism for the exclusion of organizations from the list of terrorists, including international.

According to the Russian media, the changes are proposed to make in Art. 6 of Law No. 115 “On countering the legalization (laundering) of proceeds received by criminal means and financing of terrorism”.

The bill provides that “the ban on the organization’s activities included in the Unified Federal List of organizations, including foreign and international organizations recognized in accordance with the legislation of the Russian Federation, may be temporarily suspended by the decision of the Russian Federation on the basis of the statement of the Prosecutor General of the Russian Federation or His deputy, in the presence of actual data that such an organization, after including it in the specified list, stopped carrying out activities aimed at propaganda, justification and support of terrorism. “

Today, Russian legislation does not provide a mechanism that allows the suspension of the prohibition of the prohibited organization. The bill introduced should eliminate this legal gap.

After the legal force of the court decision, related changes will be made to the list of terrorist organizations, suggests a bill.

The project will also allow the Taliban movement from the list of terrorist organizations.

The list of terrorist organizations banned in Russia, as of November 7, 2024, includes 57 organizations, among them – the Taliban movement.
