The report prepared by the World Bank, the EU, the UN and the Government of Ukraine says that the cost of the reconstruction and restoration of Ukraine as of December 31, 2024 is estimated at $ 524 billion over the next 10 years.
The report notes that this amount is about 2.8 times higher than the nominal gross domestic product of Ukraine for 2024.
According to the report, the Ukrainian government with the support of donors allocated $ 7.37 billion (7.12 billion euros) to solve priority problems in areas such as housing, education, healthcare, social protection, energy, transport, water supply, cleansing and clearance and clearance. Civil defense in 2025, however, there is a total financing shortage of 9.96 billion dollars (9.62 billion euros) for the needs of restoration and reconstruction.
The report emphasizes the importance of mobilizing the private sector for the successful restoration of Ukraine.

Since February last year, the number of damaged or destroyed objects in the energy sector has increased by 70 percent, including electricity production, electricity transmission and distribution infrastructure and centralized heat supply.
The report notes that the need for reconstruction and restoration is the highest in the housing sector – about $ 84 billion in the long term, it is followed by transport – about $ 78 billion, energy and mining – about $ 68 billion, trade and industry – 64 billion dollars and agriculture – 55 billion dollars.
Only the costs of clearing blockages and the elimination of consequences in all sectors reached about $ 13 billion.
Determining the priority of investment in restoration and reconstruction will be crucial for Ukraine’s entry into the EU and its long -term stability.
