The Great National Assembly (Parliament) of Turkey has adopted a proposal to amend the Law on the Protection of Animals, which includes the provisions on homeless animals.
In accordance with the document, homeless and weakened animals will be caught and delivered to shelters for rehabilitation. There they will be there until they take their families. The care of animals outside the shelters will be possible by “adoption” with the adoption of legal responsibility for it.
To the homeless dogs that pose a danger to the life or health of people and animals, demonstrate uncontrolled negative behavior, suffer from contagious or incurable diseases, or if their adoption is prohibited, the provisions of Article 9 of the Law on Veterinary Service, Plant Health, Drummer Products and feeds “.
The law says that the renewal of animals is prohibited. However, in cases of diseases causing animals, pain and suffering or from which there is no possibility of recovery, in order to prevent or eradicate acute infectious animal illnesses or in situations that pose a danger to human health, in cases where the behavior of the animal is a danger to human life and health and the health of people It is not amenable to control, a veterinarian may decide on euthanasia. Euthanasia is conducted by a veterinarian or other person under the supervision of a veterinarian.
Capital municipalities, provincial municipalities and municipalities with a population of more than 25 thousand will create shelters for animals to protect the homeless, weakened or under threat of the disappearance of animals, as well as ensure their departure and rehabilitation until they are “adopted “. Municipalities and administrations that are not required to create animal shelters will deliver these animals within their zone of responsibility to the nearest animal shelter.
According to the new law, the municipalities should transfer 5 thousand, and the city hall – 3 thousand of their final income U as a resource for creating animal shelters, conducting rehabilitation procedures and caring for stray animals until December 31, 2028.
Moreover, 40 percent of expenses incurred by municipalities in excess of these norms will be covered with the Ministry of Treasury and Finance.
Other relevant institutions and organizations, especially local authorities, will provide financial support in the amounts that the ministry will consider appropriate.
