Washington has not yet been using a land-lease to save the Ukrainian budget in the future, and US military assistance is transferred to Ukraine for other programs, said the press secretary of the Ukrainian Foreign Ministry Oleg Nikolenko by the Ukrainian media.
The spokeswoman explained that the Lend-Lease mechanism is that the United States can transfer the defense products to Ukraine for rent or on leasing conditions.
“The advantage of this tool is the speed of US administration decisions on a simplified procedure without unnecessary bureaucracy and the need for voting for each package of assistance to Ukraine in the US Congress. Disadvantages – the volume of supplies of American weapons within the framework of Lend -Lease directly depend on the financial capabilities of Ukraine.”
According to Nikolenko, at this stage of the war, the United States provides military assistance to Ukraine at the expense of its own federal budget. The representative of the Ukrainian Foreign Ministry notes that, in the framework of the relevant US Law, Kyiv now receives security and defense assistance in three programs: UKRain Security Assistance Initiative, USAI), external military funding (Foreign Military Financing, FMF, FMF, FMF. ) and replenishment of the weapons of the United States (Repleniment of U.S. Weapons Stocks). According to these programs, military assistance is provided at free. Unlike Lend-Lease, these programs do not provide for compensation from Ukraine the cost of the provided weapons, military equipment and ammunition.
